The 2030 framework (adopted in October 2014) As an intermediate step towards 2050, the 2030 framework sets the following targets for 2030: \\ A binding target for the reduction of GHG emissions by at least 40% compared to 1990 \\ A binding target of at least 27% of all energy from renewable energy by 2030, which would require a 45% share for renewables in the total electricity

production, according to EU Commission estimates. \\ An indicative target for energy savings of at least 27%.

Current status The graph below shows the evolution of the total EU greenhouse gas emissions since 1990. According to latest estimates, total EU greenhouse gas emissions in 2013 fell by 1.8% compared to 2012, to around 19% below 1990 levels (scope of the 2009 Climate and Energy package). This keeps the EU on track to meet its 20% target by 2020 as part of the “20-20-20” target.

Regarding the overall RES share, in 2012 with around a level of 15%, the EU-28 were slightly above the target set by the National Renewable Energy Action Plans (NREAPs).
